Terrorism Financing: US Congressman alleges USAID funded Boko Haram in Nigeria

*US Congressman Scott Perry alleges President Trump-rested United States Agency for International Development (USAID) funded terrorist organisations, including Boko Haram in Northern Nigeria, to the tune of $697 million annually, sparking concerns about the misuse of taxpayers’ funds to support terrorist activities around the world

There is a new twist to the basic factor responsible for United States (US) President Donald Trump’s recent stoppage of his country’s United States Agency for International Development (USAID) operations worldwide.

ñ gathered that United States Congressman Scott Perry, in a damning revelation, recently alleged that UNSAID had funded terrorist organisations, including Boko Haram in Northern Nigeria, to the tune of $697 million annually.

The US Congressman and Republican representing Pennsylvania, made this assertion during a hearing of the Subcommittee on Delivering on Government Efficiency, citing alleged misappropriations of American taxpayers’ funds.

President Trump recently suspended USAID, and other aid programmes, accusing the agencies of corruption.

Perry’s allegation is said to generated concerns among some security experts and diplomats in the West African country.

According to Perry, USAID’s reported funding of $136 million for building 120 schools in Pakistan has yielded “zero evidence” of the schools’ construction.

The Congressman also interrogated the allocation of $60 million annually for the Women’s Scholarship Endowment and $5 million annually for the Young Women Lead programme, suggesting that these funds may be supporting terrorism instead of empowering women.

These allegations have sparked concerns about the misuse of taxpayers’ funds and the potential support of terrorist activities in countries around the globe.

Perry’s allegations require inquiry by NASS, security agencies: Ex-DSS Chief

Reacting to this troubling disclosure by a top US government official, Mike Ejiofor a former Director of the Department of State Service (DSS), said the Congressman’s allegations are not a surprise.

Ejiofor noted that Nigeria’s Chief of Defence Staff (CDS), previously had equally alleged that international non- governmental organisations were secretly collaborating with terrorists to destabilise Nigeria, according to report.

The expert declared that Perry’s is a kind of confirmation of that allegation.

The retired undercover cop further expressed the need for interrogation of the subject matter by the National Assembly (NASS) and the security agencies to ascertain the veracity or otherwise of the grievous allegation.

He noted that most of the foreign governmental and non-governmental agencies in countries around the world are  mostly fronts, report said.

Ejiofor averred that the possibility of their culpability could not be ruled out.

On whether the government should ban such aid agencies operating in crisis-prone areas in Nigeria, the former Director said, “until investigations is concluded and culpability established.”

“It is only then that the government can take decisive action.”

What Nigerian Government should do, by Ejiofor

In regard to the American Congressman’s allegations of terrorism financing in Nigeria, Ejiofor said, “proper investigation should be carried out by the National Assembly since the revelation was made by the Congress.

“The Department of State Service (DSS), the National Intelligence Agency (NIA), and other security agencies should all be involved in the investigation to establish the veracity of the allegation.”

Speaking on the American legislator’s allegation, Dr. Ambrose Igboke, global affairs analyst, reportedly said Perry’s was not the first time the superpowers would be doing such kind of thing, adding that they are known for this.

Dr. Igboke alleged that some developed countries fund crises around the world to orchestrate a regime change, or for other purposes such as economic interest.

He noted: “It is for this reasons that serious countries like Russia, and China often reject this international aid.

“They don’t allow these aid agencies to come close to their countries because of this.”

The expert also observed that the kind of sophisticated weapons Boko Haram and other terrorist organisations like ISWAP were using showed that they are funded internationally.

In his contribution to the development, Kabir Adamu, Chief Executive Officer (CEO) of Beacon Security and Intelligence Limited, said in the realm of foreign service, the allegation was not new.

He stated that espionage and foreign service have been issues that have been on the table for a very long time.

Adamu stated the current Trump-led US administration is only washing its dirty linen in public.

The security expert, however, stressed that the US congressman failed to establish the nexus between Boko Haram and al-Qaeda.

According to Adamu, within the realm of espionage, “it is very difficult to put it on the table, to say this is the country, because they don’t do it directly, they do it through layers.

“And remember earlier on, we admitted to the fact that there is a link between espionage and the Taliban.”

The creation of Taliban was, to an extent, between the U.S. and the Russians, and the monster became what it became at the moment, said he.

Adamu further stated: “The point I’m trying to make is, in Nigeria it’s possible, but the onus should be on us as a people, not just to identify, but to limit the ability with which this is happening,” he said.
