Digital sovereignty: Russia’s new messaging app to minimise reliance on WhatsApp, Telegram –Official

In a bid to reduce the country’s dependence on foreign platforms and reinforce digital sovereignty, Russia has launched a new national messaging service.

Sergei Boyarsky, Head of the Russian State Duma Committee on Information Policy, who disclosed this Friday, May 30, 2025, said the national app would serve as a secure, multifunctional alternative to messaging services, such as WhatsApp and Telegram, according to agency report.

Boyarsky, a senior lawmaker said: “The creation of a national multifunctional service – a unique digital ecosystem – will close the last gap in our digital security.”

He also stated that platform was designed to competitively replace the unsafe foreign messengers in favour of a more modern, functional, domestic one.

The top government official, however, clarified that the Russian Government’s move was not aimed at banning foreign platforms, but at creating real competition in the messaging space.

The top legislator further noted: “WhatsApp and Telegram can continue to function – if they fully comply with our laws.

“But now, they will no longer benefit from a lack of competition.”

According to him, the project reflects “the challenges of the time”, and marks a critical step in securing Russia’s digital infrastructure.

Boyarsky as well highlighted Russia’s broader digital transformation, citing the widespread use of domestic applications, e-government services, online banking, and local social media platforms.

He added: “In many other countries, attempts to introduce similar systems are just beginning.”
